Izvanredni profesor Robert Mikac održao je predavanja na “Naprednom tečaju o sigurnosti i otpornosti kritične infrastrukture” COE-DAT-a, koji je proveden kao Mobilni edukacijski trening program, od 7. do 11. travnja 2025. godine u Mostaru, Bosna i Hercegovina. Akademski tim koji je podržavao događaj sastojao se od devet predavača iz šest zemalja, uključujući SAD, Ujedinjeno Kraljevstvo, Italiju, Tursku, Hrvatsku te Bosnu i Hercegovinu.
Kao NATO-ov akreditirani Centar izvrsnosti specijaliziran za obranu od terorizma, COE-DAT (Centre of Excellence Defence Against Terrorism) je proveo ovaj događaj u okviru NATO-ovog programa izgradnje obrambenih kapaciteta, pružajući podršku Bosni i Hercegovini kao partnerskoj državi NATO-a. Cilj tečaja bio je polaznicima pružiti sveobuhvatno razumijevanje sigurnosti i otpornosti kritične infrastrukture (CISR - Critical Infrastructure Security and Resilience), naglašavajući njezinu temeljnu važnost i ključne komponente ‘Modernog CISR modela.’ Nadalje, tečaj je predstavio kako su Europska unija, NATO, Ujedinjeni narodi, OESS i partnerske države razvijale i održavale učinkovite nacionalne CISR kapacitete te izgradile snažnu kulturu otpornosti. Ovaj tečaj je također naglasio kritičnu potrebu za osposobljavanjem viših menadžera i praktičara iz BiH odgovornih za razvoj i provedbu CISR planova, politika i procedura (uključujući povezane aktivnosti). Ključni aspekt tečaja obradio je integraciju CISR-a unutar državnog okvira planiranja sigurnosti.
Središnji dio tečaja je bila stožerna vježba (TTX) koja je sudionicima pružila vrijedno iskustvo suočavanja s izazovima i prijetnjama bitnim u izradi sveobuhvatne državne CISR politike i akcijskog plana.
Ova aktivnost je treće sudjelovanje izvanrednog profesora Roberta Mikca u aktivnostima COE-DAT-a. Početkom veljače 2025. godine održao je predavanje u COE-DAT centru u Ankari tijekom "Tečaja o obrani od terorizma." Prije toga, u prosincu 2024. godine, sudjelovao je na COE-DAT-ovom „Naprednom tečaju o sigurnosti i otpornosti kritične infrastrukture protiv terorističkih napada“ u Bakuu, događaju posebno organiziranom za potrebe državnih institucija Azerbajdžana.
Participation in the “Advanced Critical Infrastructure Security and Resilience Course,” Mostar, Bosnia and Herzegovina
Associate Professor Robert Mikac lectured in the COE-DAT’s “Advanced Critical Infrastructure Security and Resilience Course” delivered as Mobile Education and Training (MET), from April 7th to 11th, 2025, in Mostar, Bosnia and Herzegovina. The Academic Team supporting the event consisted of nine speakers from six nations to include US, UK, Italy, Turkiye, Croatia and Bosna and Herzegovina.
As a NATO-accredited Centre of Excellence specialised in Defence Against Terrorism, COE-DAT conducted the event under the Nato Defence Capacity Building program in support of Bosnia and Herzegovina as a NATO Partner nation. The course aimed to provide attendees, with a comprehensive understanding of Critical Infrastructure Security and Resilience (CISR), highlighting its fundamental importance and the core components of the ‘Modern CISR MODEL.’ Furthermore, the course explored how the European Union, NATO, the United Nations, the OSCE, and Partner Nations developed and sustain effective national CISR capabilities and cultivate a robust culture of resilience. The curriculum also emphasized the critical need to equip BIH senior managers and practitioners responsible for the development and implementation of CISR plans, policies, and procedures (including related activities). A key aspect of the course addressed the integration of CISR within a nation’s national security planning framework.
The event culminated with a Course Tabletop Exercise (TTX) that provided participants with a valuable exposure to the challenges, issues, and considerations inherent in drafting a comprehensive national CISR Policy and Plan of Action.
This engagement marks the third participation of Associate Professor Robert Mikac in COE-DAT activities. In early February of 2025, he delivered a lecture at the COE-DAT center in Ankara during the "Defence Against Terrorism Course." Prior to that, in December 2024, he attended COE-DAT’s “Advanced Critical Infrastructure Security and Resilience against Terrorist Attacks Course” in Baku, an event specifically organized for the benefit of the state institutions of Azerbaijan.
