DESCRIPTION:

The aim of the course is an introductory study of public policy, with particular emphasis in understanding of the basic approaches in their study, without a detailed presentation of specific public policies. The curriculum aims to give students a basic knowledge of who creates public policy, where they form, what they are and in what kind of relation to alternatives such as public management (governance) and public administration (Public Management).
The fundamental starting point of the course is related to the fact that different levels of government - national, regional or local, in an effort to respond to different types of economic, social and political problems, develop specific policies. They in fact used the laws and other forms of regulation, budget expenditures, taxation and various types of public action and decision. This process is in Croatian political science discourse for many years indicates the phrase "javne politike"(public policy), which means the process of creating a policy for the community in different sector areas. Depending on the context, sometimes used terms and state policy, urban policy and the like. The course deals with, in fact, the basic segments of the policy-making: the actors, instruments and objectives, and the whole process of their formulation, legitimization, implementation and evaluation (the first part of the course, meetings 1-6). The second part of the course gives an introduction to the fundamental approaches to public policy, with a view of conceptual and theoretical-methodological questions of standard literature on public policy as a scientific discipline (the second part of the course, meetings 8-12).
